Toward a Pan-Territorial Francophone Postsecondary Institution Across Canada's Three Territories

CONTEX: Three Territories, One Shared Ambition

The francophone communities of Yukon, the Northwest Territories, and Nunavut face similar challenges in accessing postsecondary education in French. Despite their distinct realities, they share a common goal: ensuring that francophones and francophiles can access high-quality education and training without having to leave their territory.

To address this need, the Association franco-yukonnaise (AFY), Collège Nordique, and the Association des francophones du Nunavut (AFN) have launched a collaborative initiative to develop a pan-territorial postsecondary structure aimed at strengthening French-language education and training opportunities across the circumpolar North.

CHALLENGE: Growing Needs, Limited Capacity

Limited population bases, high program development costs, and vast geographic distances make it challenging to establish a comprehensive French-language postsecondary education offering in each of the territories. While the three organizations have recognized expertise in education, training, and community development, none has the resources on its own to meet all current and future needs across the three territories.

A collaborative approach therefore represents the most effective path forward to strengthen collective capacity and ensure the sustainable development of French-language educational opportunities in the North.

SOLUTION: Adopting a Pan-Territorial Approach

Since 2023, the partners have been working together to design an innovative collaborative model that enables the sharing of resources, expertise, and organizational capacity.

This initiative is built on a shared governance structure, a common vision for the development of French-language postsecondary education, and a commitment to maintaining a strong local presence in each territory. Its goal is to establish a structure capable of meeting the needs of northern communities while maximizing collective impact and long-term benefits.

PROGRESS AND ACHIEVEMENTS: A Well-Established Collaboration

Over the past three years, the partners have achieved several significant milestones:

  • Conducted strategic planning and co-creation sessions in Whitehorse, Iqaluit, and Yellowknife;
  • Signed a collaboration agreement among the three organizations;
  • Established a working committee responsible for planning the future pan-territorial structure;
  • Secured funding from Canadian Heritage to support the development of the initiative through 2027;
  • Co-hosted, in March 2025, a national symposium on leadership in diversity, equity, and inclusion, bringing together more than 120 participants from across Canada;
  • Organized the Pan-Territorial Summit on Lifelong Learning, which brought together more than 100 stakeholders from the education and community sectors;
  • Finalized, in May 2026 in Yellowknife, the governance model for the future pan-territorial structure.

IMPACT: A New Era for French-Language Postsecondary Education in the North

The proposed model envisions the evolution of Collège Nordique into a pan-territorial postsecondary institution supported by three campuses located in Whitehorse, Yellowknife, and Iqaluit by 2028.

This approach will expand access to French-language postsecondary, vocational, and community-based education and training opportunities, better address the needs of the northern labour market, and strengthen the vitality of francophone communities across the three territories.
