Consultant or firm specializing in strategic and organizational planning - in French only

Objective of the call for tenders: to create a progressive governance structure for the implementation of training programs, enabling the 3 partners to work in a coherent and concerted manner, and to put in place a framework for the co-delivery of post-secondary programs adapted to the realities of each territory, thus guaranteeing an agile and sustainable model that can adapt to changing local needs.

Job description
The consulting firm or individual will be asked to provide, according to a pre-established schedule :

  • A proposal for a collaborative governance structure following working meetings and taking into account previous consultations carried out by the 3 organizations. 
  • A deployment plan for the collaborative model.
  • A charter detailing the structure's raison d'être, mission, objectives, values, governance structure, decision-making bodies, membership selection, status of the organization, roles and responsibilities of members, decision-making process, organization of meetings and operating procedures.  
  • A partnership agreement between the members of the collaborative organization.  
  • A strategic plan outlining the long-term vision, performance indicators and financial framework.  
  • An alignment of practices in the management of local committees whose mission includes identifying needs in post-secondary education and continuing training.
  • Environmental analyses, including the political context.  
  • Tools to encourage community mobilization and engagement.  
  • A political canvassing strategy for legal recognition by the authorities of the three territories to guarantee the organization's legitimacy, in the form of a resolution by the territorial governments recognizing the organization as representing francophone interests in post-secondary education.

Profile required

  • Strategic and organizational planning skills
  • Experience in inter-institutional and/or inter-territorial partnerships
  • Expertise in institutional development in post-secondary education:
  • Expertise in financing and sustainability of educational institutions
  • Expertise in facilitating collaborative meetings
  • Experience working with Francophone minority communities
  • Sensitivity to northern and aboriginal realities
  • Change management skills
  • Data collection and analysis skills
  • Excellent command of French (oral and written)

Contract duration 
2 years

Submission of proposals
Proposals must be written in French and must include :

  • A description of the experience and expertise of the consulting firm or individual.
  • A detailed methodology for carrying out the mandate.
  • A precise schedule and budget estimate.
  • References from previous collaborations.

Proposals must be submitted in French, by e-mail only, no later than Friday, June 20, 2025, 10:00 p.m. (MST), to the attention of Patrick Arsenault, General Director of Collège Nordique at parsenault@cnordique.ca.
